NC Forward Party • Anti-Gerrymandering Task Force

Non-Partisan North Carolina District Maps Are Now Available for Public Review and Comment

For too long, North Carolina's district mapmakers aim first for a political outcome when drawing maps no matter which political party is in control of the General Assembly. The Forward Party believes that outcomes should not be determined before voters even cast a ballot, a core principle of democracy.

At the simplest level, the approach used by the task force is:

1

START NEUTRAL

Begin with 2020 Census population and simple geography.

2

APPLY CLEAR RULES

Balance population and limit unnecessary county and precinct splits.

3

DON'T RIG IT

Do not use incumbents, party registration or past results to steer the outcome.

What We Are (and Are Not) Claiming

These maps are not presented as the one perfect answer. They are examples of what a transparent, rules-based redistricting process can produce when partisan election data, incumbent addresses and desired political outcomes are removed from the drawing process.

So, the Forward Party's Anti-Gerrymandering Task Force was formed to develop a rules-based process that does not use partisan voting data, party registration, incumbent addresses or desired electoral outcomes. The goal is a simple, partisan-neutral, repeatable process that follows the law, uses objective rules rather than political preferences, accommodates legitimate geographic considerations, produces substantially equal representation, and is transparent enough for the public to understand and trust.

The Task Force has developed new district maps proposed for:

14 US Congressional Districts
50
NC State Senate Districts
120
NC State House Districts

The map boundaries are derived by applying the rules below, not by a desired party split:

✓ THE RULES CONSIDER

  • ✓ 2020 Census population and geography
  • ✓ Consistent directional rules and contiguity
  • ✓ County preservation and compactness

✕ THE RULES EXCLUDE

  • ✕ Election results or party registration
  • ✕ Incumbent or candidate addresses
  • ✕ Desired winners or partisan seat totals
  • ✕ Race or ethnicity to engineer a pre-determined political outcome*

* All proposed maps remain subject to applicable constitutional and federal voting-rights requirements.

Our Request from You

Review the maps. Examine the methodology. Download the underlying data. Tell us where the rules produce poor results, where counties or communities are divided unnecessarily, where our assumptions are wrong, or where the process can be improved.

These are not presented as perfect maps. They are a public test of whether transparent, politically neutral rules can produce better redistricting outcomes.

The NC Forward Party does more than just talk about problems. It offers real solutions. We work hard and put forward a fully transparent solution to draw maps that serve the voters—not a politician.

Our goal is not to claim that these maps are perfect. It is to demonstrate that North Carolina can draw districts using transparent rules without starting from a desired political outcome.

Review the maps. Challenge the methodology. Improve the process.
The maps should serve the voters—not the politicians drawing them.
