
County Commissioner Candidate James Bailey
Background
James Bailey is deeply rooted in the community, having grown up in the Winecoff area of Concord and Kannapolis and attended Northwest Cabarrus Middle and High Schools. A devoted husband to his wife Anna, a father of two, and a proud "Pawpaw" to five grandchildren, James is deeply invested in the future of the county. Before running for County Commissioner, he dedicated 29 years to the Cabarrus County Sheriff’s Office, retiring as Chief Deputy in 2023, and currently serves as the Assistant Director of Campus Health, Safety, and Security at Rowan-Cabarrus Community College.

Throughout his near three-decade career with the Sheriff's Office, James experienced all facets of the community—from his early days in the Detention Center and on Patrol to eventually overseeing the day-to-day operations of the Office as Chief Deputy. In this leadership role, he successfully managed the budget and collaborated extensively with County management, the Board of Commissioners, and State and Federal Legislators. This extensive, hands-on administrative experience gives him the precise insight and qualifications needed to govern effectively on day one.

Infrastructure & Smart Growth: Collaborating closely with municipalities to adequately fund the expansion of water and sewer resources, ensuring citizens have reliable basic services and that the impacts of county growth on infrastructure are well-managed.

Education & Classroom Impact: Working directly with the School Board to ensure funds are used efficiently and effectively, guaranteeing that every dollar has a positive and direct impact inside the classroom.
